Some ValueSet files used a notation that is not used anymore in newer exports from ART-DECOR.
The ValueSet files in the repository and package are re-exported from ART-DECOR. ValueSet files that are not used anymore are removed from the repository and package.

Almost all ValueSets in the set have been added at various points in time based on exports from ART-DECOR based on their usage at the time.

Some ValueSets are no longer referenced/in use but are still in the set. Those should be removed
The ART-DECOR exports logic has been updated so the contents of ValueSets varies depending on when the export was done. Note that this update does not change which values are in the ValueSet. The updates concern:
- New extension marks effectiveDate - expirationDate (http://hl7.org/fhir/StructureDefinition/resource-effectivePeriod)
- Double single quote in some display names from the zibs/hcims have been changed into single single quote
- Marker for the type of designation has been updated to conform with the FHIR suggested markers (Synonym or Fully Specified Name)

To remove unreferenced ValueSets and to have all ValueSets reflect the same type of contents, the whole set should be refreshed.
