Add guidance on TimeInterval to HCIM MedicationAgreement

Description

The HCIM MedicationAgreement profile lacks guidance on the correct use of TimeInterval. The HCIM TimeInterval states:

"Interval can be defined by a start time and end time , start time and duration or duration and end time."

The TimeInterval is represented by the zib-Medication-PeriodOfUse and zib-MedicationUse-Duration extensions in the MedicationAgreement profile. It is conceivable that guidance is added to the .definition elements of those extensions.

Er is in de patchrelease van februari geen tijd om dit met voldoende aandacht op te pakken, daarom schuift hij een maand door.
