Add requirements for profile declaration to FHIR IG

    • Currently, most but not all information standards formally require the declaration of a profile. However, in practice it is assumed that instances declare their profile. Therefore, the impact should be low.

    Description

      For most implementation guides, the sections dealing with custom profiles state that "The resources in the response message SHALL be a valid instance of these profiles. All resources SHALL include their related profile canonical URL in the meta.profile element in order to show compliance."

      However, this requirement is not present in every MedMij implementation guide, although it is generally assumed that instances should declare their profile. It's probably better to move this requirement to the overarching principles.
