HealthProfessional: Practioner but no PractitionerRole.

According to the zib HealthProfessional and the mappings from simplifier, both PractitionerRole and Practitioner are needed to fully fill the HealthProfessional zib. In the touchstone XML’s there are only referrals to Practitioner and not to PractitionerRole. I find this strange because ParactitionerRole can contain a referral to a Practitioner Resource but not vice versa.

1. Is it correct that the Practitioner resource is used in the XML instead of PractitonerRole (which is hierarchically higher, so to speak)?

2. Should I always expect a Practitioner Resource for HealthProfessional zibs?
